Will this communicator work anywhere in the world? I would like to use it in Turks and Caicos Islands. Can I use the IP only if I can't make the 4G work. I am planning to to use DSC NEO panel.

No problem, as long as there is 4G. For the NEO panel you can use the other communicators like the TL280LE-EU.

The communicator reports with a CID or SIA protocol only to a Surgard receiver.
If no Surgard receiver is used on the alarm receiving center side, the dialer will not be able to send notifications.
The product is absolutely not compatible with a universal receiver to generate reports via SIA DC-09.
